Khiliad on Technology Services 4: What We Actually Offer Public Sector Buyers
The government has been clear: 2026 is the year public sector AI adoption moves from strategy to delivery. We've been named as a supplier on the TS4 framework under Lot 1 and Lot 5a, with 11 catalogue items designed to help public sector organisations do exactly that.

Khiliad has been named as a supplier on Crown Commercial Service's Technology Services 4 framework (RM6190), under Lot 1 (Technology and Digital Consultancy Services) and Lot 5a (Application and Data Management - Lower Value and Complexity).
That's the formal announcement. Here's what it actually means.
What Technology Services 4 is and why it matters right now
Technology Services 4 is the UK Government's primary framework for buying technology and digital services. It replaced Technology Services 3 in December 2025 and is expected to run for up to eight years.
The timing is significant. The government's AI Opportunities Action Plan is now a year in. The AI Playbook for the UK Government has landed. The Digital Government Roadmap is pushing every corner of the public sector towards practical AI adoption. 2026 is being described as the year the public sector moves from AI strategy to delivery.
TS4 is one of the main procurement routes through which that delivery will happen.
For public sector organisations - central government, local authorities, NHS bodies, education, charities, blue light services - it provides a compliant, pre-approved route to procure everything from strategic consultancy to working software, without running a full procurement from scratch.
The framework is structured around six main lots and three lower-value and complexity lots. The lower-value lots (3a, 4a, and 5a) were specifically introduced to make it easier for smaller, specialist suppliers to compete and for buyers to run faster, lighter-touch competitions for focused projects.

Why we applied for Lots 1 and 5a specifically
We didn't apply for every lot going. We applied for the two where we can do our best work: helping organisations get clarity on their technology and AI challenges (Lot 1), and building the systems that solve them (Lot 5a).
The lower-value and complexity designation of Lot 5a isn't about capability - it's about proportionality. AI Readiness & Automation Opportunity Assessment
A practical assessment of where automation or AI would deliver genuine value in your operations - and where it wouldn't.

This assessment identifies the specific processes where automation would save the most time and effort, estimates realistic benefits, and flags where AI isn't the right answer.

AI Strategy & Roadmap

Technology Procurement Scoping & Requirements Service

A standalone design engagement covering user research, journey mapping, wireframes, interactive prototypes, and a design specification that any competent development team can build from.

Lot 5a: Application and Data Management
Lot 5a covers delivery. These are fixed-price engagements where we design, develop, test, deploy, and hand over working systems - with a warranty and support period included.

Fixed pricing on everything. Every catalogue item has a fixed price based on scope, not time and materials. You know what you're paying before we start.
Senior delivery. You work directly with our CTO and CEO - the people who designed these services and who'll be accountable for delivering them. No account managers, no junior consultants learning on your project.
Plain English throughout. All deliverables - reports, strategies, documentation - are written for non-technical stakeholders. If a document needs a glossary to be useful, we've failed.

Award Without Competition - for services available on the CCS Catalogue at published prices, you can call off directly without running a competition.
Competitive Selection - for requirements where you want to compare suppliers, you run a further competition among framework suppliers on your chosen lot.
Either way, the framework provides the compliant procurement route. You don't need to run a full Find a Tender process.
